Adds the same dependabot auto-merge workflow already used on bdsim and MVTB. Patch/minor version bumps auto-merge once CI (the required "All tests passed" check) passes; major bumps are left alone for manual review.
Companion to enabling "Allow auto-merge" in repo settings, which is done separately.
