Understood: this is part 2 of 2 of the wave 1 audit-router refactor for code-metrics (router, size, complexity, type-debt). It was split from #12619 at intake. The done-when items are clear. The part 2 changes presumably build on the moves in part 1 (#12919), so I listed that as a blocker. Some items (plugin-eval baseline run, merge probe) may need a run outside this lane. This is not a duplicate: #12919 is the sibling part, not the same work.

Closed not planned: the owner re-scoped #12491 to option 3 (keep the leaves, distinct trimmed descriptions) and dropped the router merge and its waves: #12491 (comment). The remaining work is #12491 itself.
