feat(session-flow): rename show-options to /session-flow:recommend-skills with a frontmatter index of every skill #11122
Type: Feature Summary: Rename /session-flow:show-options to /session-flow:recommend-skills, the one skill router: a script indexes the frontmatter of every skill, the agent shortlists, reads the shortlisted SKILL.md files, asks at most one question, and never enables or installs anything. This is the parent's recommend-skills slice.
Current behavior:
plugins/session-flow/skills/show-options/ exists; no recommend-skills directory exists.
session-flow:show-options is referenced in 18 files under plugins and docs outside changelogs.
The skill directory is plugins/session-flow/skills/recommend-skills/, invoked as /session-flow:recommend-skills.
A script builds an index from the frontmatter of every skill: installed, disabled and not installed.
The agent shortlists from the index, reads the shortlisted SKILL.md files, may ask one question, and never enables or installs a skill.
A user setting controls whether the router excludes disabled or uninstalled skills; the default includes all.
Done when
The recommend-skills skill directory exists, show-options does not, and rg -n 'session-flow:show-options' plugins docs --glob '!**/CHANGELOG.md' --glob '!.changes/**' prints nothing.
The index script has a test that passes under scripts/run-test-file.sh, covering one installed, one disabled and one not-installed skill.
Eval cases cover: a shortlist drawn from the index; at most one question asked; no enable or install action taken; the exclude setting dropping disabled and uninstalled skills.
The skill-body change cites before/after eval results in the PR.
Proposed work class: work-class: structural
Basis: automated intake triage; the lanes App applied this class.
Size: Large
Complexity: Medium
Uncertainty: Known
Flags: none
Blocked by: none
Understood: rename /session-flow:show-options to /session-flow:recommend-skills, add a script that indexes the frontmatter of every skill (installed, disabled and not installed), and have the agent shortlist, read the shortlisted SKILL.md files, ask at most one question, and never enable or install anything. A user setting controls whether disabled and uninstalled skills are excluded, and the default includes all. The done-when list is concrete. No duplicates found among the open issues.
Automated split by the lanes App. Admission waits on this issue while a sub-issue is open; work-unblock closes it as completed once every sub-issue is closed by a merge or a listed human.

Not admitted to the issue lane yet: Size large: the split into sub-issues at intake is pending (owner Q93).

Split at intake (owner Q93). This issue is Size Large, so its done-when is split into 3 sub-issues, each holding its task-list lines as written.
Automated split by the lanes App. Admission waits on this issue while a sub-issue is open; work-unblock closes it as completed once every sub-issue is closed by a merge or a listed human.

Every sub-issue of this split is closed by a listed human or a merge (#11130, #11131, #11132), so the lanes App closes it as completed.
