refactor: extract useMoneyRequestReportData

Explanation of Change

This is PR 6 of a 10-PR stack decomposing the MoneyRequestReport list components (MoneyRequestReportActionsList / MoneyRequestReportTransactionList) into focused hooks and presentational sub-components (issue #99919, superseding drafts #99307 and #99417).

This slice extracts the report data derivation into a dedicated hook, finishing Track A:

• New: src/components/MoneyRequestReportView/useMoneyRequestReportData.ts — derives the view's working set from the paginated report actions and the report's transaction collection: the filtered report actions, the non-deleted transactions (including offline pending deletes), the transactions minus online pending deletions, the pending-deletion flag, and the derived ID arrays. The chain lives in its own hook so React Compiler can memoize it — inline in the component the derivations interleave with other hook calls, which puts the intermediate arrays' mutable ranges across hook boundaries and makes the whole chain ineligible for a reactive scope.
• Edit: src/components/MoneyRequestReportView/MoneyRequestReportActionsList.tsx — final Track A wiring: replaces the inline useMemo derivation chain with a single useMoneyRequestReportData call, reads the track-intent flag through the shared isTrackIntentUserSelector Onyx selector, drops the remaining useMemo/useCallback wrappers (React Compiler memoizes), and replaces lodash isEmpty with .length === 0 checks so the compiler keeps the arrays' mutable ranges local. After this slice the file is in its final decomposed shape.

Pure refactor — no behavior change.

Stack note: this PR is stacked on #100033 (decompose/money-request-report-transactions-a4), which is stacked on #100030, #100025, #100024 and #100023. Until those PRs merge, the diff here also shows their commits. Only the "Extract useMoneyRequestReportData" commit belongs to this slice.

Tests

1. Open an expense report with transactions and comments — verify the transaction table and the comments render as before
2. Delete an expense on the report — verify the deleted expense disappears from the table and the report totals update
3. As a track-intent user (Concierge track onboarding), open the self-DM style report — verify it renders as before
4. Open a report with a single transaction — verify opening the transaction thread from a comment works
5. Send a comment on the report — verify it appears immediately and the report stays interactive
6. Open an expense report with no expenses and no comments — verify the empty state view shows
7. Run npx jest tests/ui/MoneyRequestReportActionsListRejectModalTest.tsx and verify it passes

• Verify that no errors appear in the JS console

Offline tests

1. Go offline and delete an expense on the report — verify the expense row stays visible in the pending-deletion (strikethrough) style
2. Go back online — verify the pending-deletion expense disappears from the table
