Explanation of Change
This is PR 7 of a 10-PR stack decomposing the MoneyRequestReport list components (
MoneyRequestReportActionsList/MoneyRequestReportTransactionList) into focused hooks and presentational sub-components (issue #99919, superseding drafts #99307 and #99417).This slice starts Track B by extracting the transaction list's presentational chrome into dedicated components:
src/components/MoneyRequestReportView/MoneyRequestReportGroupByButton.tsx— the "Group by" dropdown: shows the current grouping and lets the user pick category/tag grouping or the flat matrix layout.src/components/MoneyRequestReportView/MoneyRequestReportTableHeaderRow.tsx— the transaction table's header row: the select-all checkbox plus the sortable column headers.src/components/MoneyRequestReportView/MoneyRequestReportListFooter.tsx— everything rendered below the transaction rows: the pending-expense skeleton, the Add Expense button, the spend breakdown, and the report total. The Add Expense dropdown options and their Onyx reads (billing grace periods, draft transactions, amount owed, distance expense type) move with it, so the parent no longer subscribes to them.src/components/MoneyRequestReportView/MoneyRequestReportTransactionList.tsx— consumes the three components in place of the inline JSX blocks and drops the locals/imports that moved with them (group-by popover machinery, select-all header row, Add Expense/breakdown footer). The data/behavior hooks are extracted in the follow-up slices (PR 8–10).Pure refactor — no behavior change.

decompose/money-request-report-transactions-a5), which is stacked on #100033, #100030, #100025, #100024 and #100023. Until those PRs merge, the diff here also shows their commits.
