Bedevere now removes AI-needs-explanation when AI-guidelines-not-met is added, and AI-guidelines-not-met wins when both labels are added together, so triagers no longer need to remove the first label by hand.

bedevere now automatically remove the ai-needs-explanation label, so that only one label can exist. the ai-closure label wins when both labels exist. This updates the doc so triagers are aware of the expected workflow.
