Slice 2 of 4 of #11129. Deleting this skill and its probe is 189,263 bytes of patch on its own,
measured locally, against the lane's 262,144-byte cap. Keep the other edits to what is listed below, so
the patch stays under the cap.

keys, config entries and README rows, and every reference moves to/corrections:codify. The
ratchet_offerkey itself is removed in slice 4, because/review:setup's tests use it. - Split by hand by the Issue Triage session after the issue lane's scan refused each run's patch
as too large. No owner decision is claimed for this split.
