feat\(corrections\): absorb retro codify and /review:audit-enforceability into /corrections:codify and remove them - part 2 of 2 #11129
plugins/review/skills/audit-enforceability/ does not exist, and retro's argument hint has no codify mode.
bash plugins/skill-quality/scripts/check-skill.sh --require-evals plugins/corrections/skills exits 0, and so does check-skill.sh for plugins/review/skills and plugins/session-flow/skills.
scripts/check-changelog-fragments.sh passes with fragments for corrections, review and session-flow.

This is part 2 of 2 of #11121. It removes the old retro codify mode and /review:audit-enforceability once /corrections:codify absorbs them. It also requires clean skill-quality checks and changelog fragments for corrections, review and session-flow. The done-when items are checkable and the scope is clear. It depends on part 1 (#11128) landing first. #11121 is the parent issue, not a duplicate.
This records a re-fire of an earlier refusal, not a new refusal. The lanes kill switch stopped run 41255651698, the work-resolve-issue run that agent-ready started, before it did any work; that run ended at 2026-11-01T02:19:20Z. work-unblock has now removed and added agent-ready back to start a fresh run. A kill-switch refusal is no fault in this issue or the lanes, so it never counts against later re-fires; after limits.limit-stops-per-issue of them since a person last added agent-ready or a run last reported, work-unblock waits longer before each one, up to 24 hours.
The work-resolve-issue run that agent-ready started failed or was cancelled before it reported, or it stopped or the token broker refused it because its workflow files differ from main's. work-unblock removed and added agent-ready back to start a fresh run on main's workflow files. If this run ends the same way, it re-fires the issue again, waiting longer each time.
The work-resolve-issue lane stopped on this issue (scan-refused-patch): the lane has retried this issue as many times as limits.stop-retries, or the stop's own row, allows.
It removed agent-ready and added no label.
In the run's words:
The scan job refused the run's output, so nothing was published: too-large: the patch was over its 262144-byte cap. The run's log names its size.
Issue Triage session hand split into 4 slices, because each lane run's patch was over the 262,144-byte cap: the last was
518,254 bytes (run 41281439308).
Deleting /review:audit-enforceability alone is 189,263 bytes of patch, so that deletion gets a slice of
its own with nothing else large in it.
Authority: this issue's intake split (Q93); no owner decision is claimed for this hand split. #11121's rules (reword docs/upstream/ and corrections' own references rather than delete; remove with
probes, evals, schema keys, config entries and README rows) are restated in each slice. This issue stays
open until all four close; its rg done-when holds once slices 1-3 are merged.

Not admitted to the issue lane yet: blocker #11128 is not closed by a listed human or a merge.
