   Understood: this is part 2 of the split of #8543. It deletes three empty baseline files under scripts and removes every mention of them from scripts, plugins and docs/conventions. CI checks check-plugins, check-skills and test-bash must pass. I assume the ratchet skill move in part 1 (#11234) lands first, because that move may touch the same references. This is not a duplicate. Nothing is missing.

    The work-resolve-issue lane stopped on this issue (host-only): the run reports the work needs a host run the lane cannot make.
    It added host-run and removed agent-ready: an agent run on a host builds it, and it waits on no decision from a person.

    In the run's words:

    host-only: the three baseline files cannot be deleted in this lane. Every delete or rename through .lane/verify/bin/git-mv-rm fails with 'Read-only file system' (unlink) or 'Invalid cross-device link' (rename), with and without the sandbox, so the done-when item 'scripts/changelog-parity-baseline.txt, scripts/hook-userconfig-argv-allowlist.txt and scripts/skill-description-cap-baseline.txt do not exist' is unmet. The code, test, doc and comment edits that retire the three files are finished in the working tree. A host run has to delete the three files with git rm and drop the stray scripts/zz-lane-probe.txt, which this run created and staged as intent-to-add while diagnosing the failure and could not remove.

    What the run says it did not do:

    • Deleting scripts/changelog-parity-baseline.txt, scripts/hook-userconfig-argv-allowlist.txt and scripts/skill-description-cap-baseline.txt: git-mv-rm rm fails with 'Read-only file system' in this lane, even with the sandbox disabled
    • Removing the stray scripts/zz-lane-probe.txt (intent-to-add in the index) that this run created while diagnosing the delete failure: the lane cannot unlink or rename files in the checkout
    • Four released plugin CHANGELOG.md entries (work-items:1104, harness-ops:2505, session-flow:1199, overengineering:126) still mention skill-description-cap-baseline.txt. They were left alone because they are released history, and editing them would need declared in-place corrections plus fragments. Th
    • .github/workflows/pr-require-checks.yml:1822-1824 still has a comment naming changelog-parity-baseline.txt. That is a protected path and explicitly out of scope; it belongs in the owner follow-up the parent issue (＃8543) describes.
    • docs/adr/0043 line 46 still mentions skill-description-cap-baseline.txt. The parent issue puts the accepted ADR out of scope as a dated record.
    • Test suites (check-changelog-parity.test.sh, check-hook-userconfig-argv.test.sh, check-changed-skills.test.sh) were not executed: this lane's Bash runs only the named wrappers. Left to the PR's CI test-bash job.
    • CI's check-plugins, check-skills and test-bash jobs are PR CI checks; left to the PR's CI
    • Tidy not run: the change touches the shared path scripts/, which the tidy cutoffs exclude
    • No changelog fragment: the change touches only scripts/ and docs/contracts/hook-config-delivery (no fragment directory under .changes/), and check-changelog-fragments passes

    Partial work is on the branch work-resolve-issue/issue-11235-41152431485-1. The next run continues from it while it is not behind the default branch, and otherwise starts fresh.
