refactor\(toolchain\): move the ratchet skill from review to toolchain and delete three empty baselines - part 1 of 2 #11234
Part 1 of 2 of #8543, split at intake (owner Q93). The done-when below is copied from #8543 as written.
Done when
The directory plugins/toolchain/skills/ratchet exists and plugins/review/skills/ratchet does not.

No file under plugins or docs mentions review:ratchet, leaving out every CHANGELOG.md and .changes/**.

scripts/sync-shared-copies.sh --check exits 0. The PR's CI runs the version-bump check and scripts/validate-plugins.sh (which includes the catalog and cheat sheet currency checks) and they pass.

scripts/check-changelog-fragments.sh --check passes. The PR's CI runs the required-fragment check and it passes, with fragments: reviewmajor (a skill leaves the plugin), toolchainminor, performancepatch, code-metricspatch.

Basis: automated intake triage; the lanes App applied this class.

This is part 1 of 2 of #8543, split at intake. It asks to move the ratchet skill from plugins/review/skills/ratchet to plugins/toolchain/skills/ratchet. It also asks to update every review:ratchet mention outside changelogs, and to state the zero-entry rule in the reference file. The shared-copy sync check and the changelog fragments (review major, toolchain minor, performance patch, code-metrics patch) are part of the done-when. The done-when lines appear twice in the body, but they are identical, so nothing is missing. The earlier lane pull request #11296 was closed unmerged, so this goes back through admission. #11235 is part 2 of the same split and is a sibling, not a duplicate.
The work-resolve-issue run that agent-ready started ended over 3 hours ago with no report and no pull request. work-unblock removed and added agent-ready back to start a fresh run on main's workflow files. If this run ends the same way, it re-fires the issue again, waiting longer each time.
The lanes App's pull request #11296 for this issue was closed without merging. work-unblock removed status: ready and agent-ready, so the hourly triage sweep sends it back to intake triage, which decides what work is left and admits it again.
