Follow-up to draft #580 at exact verified parent SHA. Correct the old independent-vector regression expectations for IEC 61850-7-3 Vector.ang unit ° on exact cVal.ang.f; this is a necessary intentional behavior change, not fabricated zero or scalar angle. Preserve the production renderer and parent branch unchanged. Previous #580 application suite: 1,997 passed, 5 failed; four unrelated WPF STA timeout failures were also reported under parallel runner load and must be independently diagnosed rather than silently skipped or disabled. Run exact-SHA Windows build and regression; don't claim green yet. No engine pin, SSOT, transport, UI, or stable change.

Disposition: Integrated / superseded intermediate test-only PR; safe administrative closure, not a source merge into main.

Canonical replacement: #649 preserves the field-tested UI branch, and current #727/#729 RC preserves the same regression test. PR #581 HEAD a9e6c1c4a4dbe1c26b661e4a4fe709109f105ebe is an exact ancestor of #649 (GitHub compare: ahead=587, behind=0).

Unique delta: The only PR-modified file was tests/ARSAS.Tests/IedBrowserObservedVectorM213HTests.cs, correcting IEC Vector.ang display expectations to allow the verified ° for cVal.ang.f while refusing fabricated magnitude or unsupported engineering units. Its blob SHA 4091e9b156b5352d00c0b922a69d11b7f966d5f5 is identical in #649 and current RC 817c3910e8223fa2ac531a4426ada5d2d4bbbe50. No unported file or patch remains; historical commit/tests stay retrievable.

Safety: This PR changed tests only; no engine, transport, production XAML, SSOT, MMS command, physical R7/R10 or released v1.6.42 changes in this cleanup. The original candidate's WPF timeout/Windows CI caveat is historical, not waived: final integration still requires exact-head CI and operator visual/physical gates, especially #729.

Follow-up: Canonical UI acceptance in #649 / GUI RC integration; leave #729 draft until independent provenance and physical gates succeed. Original source branch is not deleted.
