Sets up the repository for the Hypercerts SDK. The SDK itself is empty for now: there's no API, only the workspace, tooling and CI that the domain cards will build on.

Closes TECH-748.

What's in here

  • A pnpm workspace with a private root and one public package, @hypercerts-org/sdk. It builds to ESM with type declarations and doesn't export anything yet.
  • One SDK package for both reads and writes (no write-sdk plus umbrella package), as agreed on the card. Operations will be grouped by domain using subpath exports. @hypercerts-org/auth comes later as a separate package.
  • Biome is the only lint and format tool. Its version is pinned exactly, and the nursery promise rules (noFloatingPromises, noMisusedPromises, useAwaitThenable) are set to error.
  • Turbo for running tasks, and Changesets with independent package versions.
  • CI with lint, format check, typecheck and build, plus a package check on Node 24 and 26.
  • Node 26 for development (it becomes LTS on Oct 28). The lowest supported version is Node 24.
  • All tool versions are the latest stable releases, pinned exactly: pnpm 12.15.0, TypeScript 7.0.2, Turbo 2.11.10, Biome 2.6.3, Changesets 3.0.3, Vite 8.3.5.

Start review here

  1. packages/sdk/package.json: the public package definition: exports, files, sideEffects: false, publishConfig, engines. This is what consumers actually get.
  2. scripts/check-package.mjs: packs the package and installs the tarball in a temporary project outside the workspace, so workspace links can't hide packaging mistakes. It then checks that Node can import it, that TypeScript resolves its types, and that a Vite browser build works. It also fails if any workspace: specifiers end up in the packed package.
  3. biome.json: lint and format setup, including the nursery promise rules.
  4. .github/workflows/ci.yml: static checks on Node 26 and the package check on Node 24 and 26. Nothing in CI fixes files automatically.
  5. AGENTS.md / README.md: package boundaries and tooling rules for agents. The README covers only what a developer needs to get started.
  6. package.json, turbo.json, tsconfig.base.json, .changeset/config.json: root config.

Validation

Ran locally:

  • pnpm install --frozen-lockfile, pnpm lint, pnpm format:check, pnpm typecheck, pnpm build (Node 26)
  • pnpm check:package on Node 26 and Node 24
  • Checked that the promise rule works: a temporary file with an unawaited promise failed pnpm lint with noFloatingPromises.
  • Checked that the package check works: pointing exports at a missing file made check:package fail with ERR_MODULE_NOT_FOUND.

This PR is the first time CI runs on GitHub.

TECH-748 Initialize SDK monorepo

Description

Establish the development and packaging foundation for the new hypercerts-org/sdk repository. Use pnpm workspaces and Turborepo, with independently versioned ESM-only packages.

Initial package:

  • @hypercerts-org/sdk: the single public SDK package. Read and write operations live together and are organized by domain through subpath exports (for example @hypercerts-org/sdk/activity), not split into separate read/write packages.

Packages are split by domain only when a domain has its own setup or dependencies. Planned later (not part of this card):

  • @hypercerts-org/auth: optional auth/session setup helpers that produce the authenticated client. @hypercerts-org/sdk must not depend on it.
  • An indexer-backed read package, only if Hyperindex queries are needed.

Keep the root package non-publishable (private: true); @hypercerts-org/sdk is a public npm package. Set up Biome for linting and formatting, Changesets, continuous integration, README.md and AGENTS.md without implementing domain operations or preempting the separate SDK API-structure decision.

The repository identity and package names are agreed; repository creation and npm name availability still need verification/appropriate authorization. This card does not authorize publishing packages.

Decisions

  • Single SDK package instead of write-sdk + umbrella (from review feedback): no separate write package; avoid generic read/write package names and name packages by domain.
  • Biome as the only lint/format tool (no ESLint or Prettier). Pin the exact Biome version (no ^) and enable the nursery type-aware promise rules at error: noFloatingPromises, noMisusedPromises, useAwaitThenable. Review nursery rule changes when upgrading Biome.

Proposed workflow

  1. Set up the new repository with a non-publishable workspace root (private: true), pinned pnpm version and documented Node baseline.
  2. Add @hypercerts-org/sdk as a public scoped npm package with publishConfig.access: "public".
  3. Configure TypeScript and ESM builds producing JavaScript and type declarations, with explicit public package exports.
  4. Configure Biome for the workspace, with root commands for linting, formatting and non-mutating formatting checks. Exclude generated/build artifacts.
  5. Configure a minimal Turbo task graph so dependent package builds run in order once more packages exist. Start with local caching only.
  6. Configure Changesets for independent versions and changelogs; document how internal dependencies will appear in published artifacts.
  7. Add CI checks for installation, linting, formatting, type checking, builds and package artifacts, with a small isolated consumer check for package resolution. CI checks must not auto-fix files.
  8. Write README.md for setup, local commands, package responsibilities and contribution/release basics.
  9. Write root AGENTS.md covering agent-facing repository instructions, validation expectations, package boundaries and generated-source handling. Reference the README's authoritative setup/command documentation instead of duplicating it unnecessarily.

Acceptance criteria

  • ☐ The agreed repository contains a non-publishable pnpm workspace root (private: true) and the @hypercerts-org/sdk package directory.
  • ☐ @hypercerts-org/sdk is configured for public npm publication using publishConfig.access: "public"; private: true applies only to the workspace root.
  • ☐ pnpm and supported Node versions are pinned/documented consistently for local development and CI.
  • ☐ A fresh install using the committed lockfile succeeds.
  • ☐ Root development commands run the relevant package checks without requiring knowledge of task ordering.
  • ☐ Biome is the only lint/format tool, with an exactly pinned version; its configuration covers maintained source/configuration files consistently and excludes generated/build artifacts.
  • ☐ The Biome nursery rules noFloatingPromises, noMisusedPromises and useAwaitThenable are enabled at error.
  • ☐ pnpm lint, pnpm format and pnpm format:check are available and documented; lint and format-check commands do not rewrite files.
  • ☐ CI rejects lint/format violations without automatically fixing them.
  • ☐ Turbo declares appropriate build outputs and dependency ordering; no remote-cache service is required.
  • ☐ The package produces ESM JavaScript and TypeScript declarations with correct export paths; CommonJS is not required.
  • ☐ No unrelated future SDK packages (auth, indexer) are scaffolded.
  • ☐ The package can be packed locally; packed metadata contains valid distributable dependency specifications rather than unresolved workspace protocols.
  • ☐ Isolated consumer checks resolve the packed package entry points and declarations in Node and a browser build without workspace-source aliases masking packaging errors.
  • ☐ Changesets is configured for independent package versions, with no fixed/linked release group.
  • ☐ CI runs meaningful static/build/artifact checks and reports failures normally. No placeholder tests or invented public APIs are added solely to make the scaffold appear complete.
  • ☐ Root README.md documents prerequisites, setup, commands, repository layout, package responsibilities (including the planned domain split), contribution/release basics and current exclusions.
  • ☐ Root AGENTS.md documents actionable agent instructions, validation expectations, package boundaries and handling of generated sources, with links to authoritative README instructions where appropriate.
  • ☐ Documentation matches the actual scaffold and commands; it does not present unimplemented SDK methods as available.
  • ☐ Contract/configuration choices, implementation and relevant packaging checks are delivered together in this card.

Out of scope

  • Final SDK construction/composition API and operation-level tree-shaking proof.
  • Record-schema generation and domain creation methods.
  • Authentication/session-storage helpers (@hypercerts-org/auth), indexer-backed reads and endpoint/view bindings.
  • EVM/signature-proof creation or cryptographic helpers.
  • Automatic npm publication or deployments.

Suggestion on the Node version: pin .nvmrc to 24 instead of 26.

The certified.app rebuild, which will use the SDK, deploys on Vercel with Node 24, and the API repository now pins 24 in .nvmrc with CI reading it (hypercerts-org/api#45). Developing and running CI on 24 keeps the SDK on the same runtime as its main consumer. The consumer check matrix on 24 and 26 still covers newer Node versions, and engines: ">=24" can stay as it is.

The mismatch has already bitten once: node --test test/ passes on Node 26 and fails on 24, and was only caught in CI.

One small thing for packages/sdk/package.json: it has no repository field. npm provenance (trusted publishing from GitHub Actions) checks repository.url against the repository that builds the package, so the first publish would probably fail without it. The proposed repository rules (TECH-736) also ask for license and repository in every package.json. For a package in a subfolder:

"repository": {
  "type": "git",
  "url": "git+https://github.com/hypercerts-org/sdk.git",
  "directory": "packages/sdk"
}

@hypercerts-org/api got the same fix in hypercerts-org/api#45.

TECH-748
Pre-commit runs biome check --write on staged files; pre-push runs
typecheck. Hooks install via the prepare script; lefthook's own
postinstall is disabled through allowBuilds.
Turbo's default inputs only cover package files, so edits to the root
tsconfig could restore stale dist output and skip typecheck.
sourceMap and declarationMap point at ../src, which was not packed.
Matches the certified.app rebuild (Vercel, Node 24) and the api repo.
@types/node follows the lowest supported runtime so Node 26-only APIs
fail typecheck instead of failing at runtime on 24. The consumer check
still covers 24 and 26.
npm trusted publishing checks repository.url against the building repo.
TECH-736 asks for license and repository in every package.json. The
package ships its own LICENSE copy because npm packs from packages/sdk.
