What

Selecting “Update this page to the new layouts” now explains when the page has no eligible sections: “No layout updates are available for this page. Your sections stay as they are.” The message uses the existing polite status toast and offers no Undo action.

Why

The command remains discoverable in the command bar, but previously selecting it with zero eligible sections only closed the command bar. This gives that action a truthful result while preserving the existing review sheet for eligible sections.

Risk

Two files; no eligibility, document, save, publishing or conversion changes. Existing conversion choices and one-step Undo remain unchanged. BLD-LAYOUT-UPDATE-FEEDBACK stays open until preview and production acceptance. No protected tests, probes, pins or baselines changed. Current main e1e2398de1506ae8eaed200e5713f48f99494fc3 is integrated; all eight open PR inventories checked without source/row overlap.

How to verify

• 26 existing tests across command registry, conversion, builder reducer and sheet focus behavior pass.
• Temporary fixture extracts the real handler and status JSX: zero eligible gives a polite message without opening review or editing; one and 13 eligible still open review; pristine main reproduces the silent zero case. The actual status fragment renders the message without Undo.
• Source lint with zero warnings, static backlog, one-list and whitespace checks pass.
• Still required: exact-head CI and READY preview, then inspect zero-eligible and eligible pages in the mounted builder. No live owner content was changed during validation.

Root owns serialized merging. Auto-merge remains off.
