Align comment visibility labels with Console

Replace “Hide” and “Unhide” with “Make private” and “Make public” in comment and reply management menus to match Halo Console.

Align the Simplified Chinese, Traditional Chinese, and Spanish translations, regenerate locale modules, and update the existing browser test.

Validation:

• Localization extraction and generation completed successfully.
• Comment management unit and Chromium browser tests passed (3 tests).
• git diff --check passed.
