This adds one paragraph to the Admin API page, in en, fr, es and de, on explorer v0.3.0.

• A failed upload resumes, by the same file only. The part file is named after the file's name, size and modification time, and its last 64 KiB are read back and checked against the file before the upload continues.
• A network or server failure keeps the part.
• A refusal (403, or a full share: 507) removes it.

hugo builds, and the paragraph renders in all four languages.
