Because that mirror is traffic limited to 1GB per month. So leaking this variable might make us hit the limit faster. |

snapshot.ubuntu.com is unreliable (503s, e.g. https://github.com/eclipse-score/reference_integration/actions/runs/41019988521). If the
UBUNTU_SNAPSHOT_MIRROR_URLsecret is set, the module tests job now configures a Bazel--downloader_configthat tries the StableBuild mirror first and falls back to snapshot.ubuntu.com. Without the secret nothing changes.module_tests.yml: declare the optional secret and add the config step (written to~/.bazelrcso it applies to every module workspace).test_and_docs.yml: pass secrets to the reusable workflow.Same approach as eclipse-score/communication's

Configure optional Ubuntu snapshot mirror for Bazel downloaderstep ran with the secret set in the module jobs.snapshot.ubuntu.comdownload failures/503s in the finished jobs (the earlier pull_request_target run had them).
