snapshot.ubuntu.com is unreliable (503s). If the
UBUNTU_SNAPSHOT_MIRROR_URLsecret is set, the module tests job configures a Bazel--downloader_configthat tries the StableBuild mirror first and falls back to snapshot.ubuntu.com.
