Fix all three event-theme failures in CI run 41802846384, separately from #1463. The offending code is already on production.
Changes
Declare ext-intl: "*" and lib-icu: ">=57.1" explicitly, with matching lock metadata and no package upgrades. ICU 57.1 is PHP 8.5’s build baseline; the fix does not call the ICU-74-only getIanaID() API.
Apply Rector's quote simplification to four New Year's Eve/Day dataset labels.
Explicitly exclude null before returning a recognized theme cookie, resolving PHPStan's return-type error without changing selection behavior.
Use ICU's current UTC offset, including DST, instead of passing browser timezone aliases to PHP's timezone parser. Preserve the browser clock strings.
Add HTTP coverage for timezone aliases, DST and local calendar boundaries.
Validation
Passed locally on the final revision:
composer validate --strict and composer check-platform-reqs --no-dev — passed; intl and ICU requirements satisfied on ICU 72.1.
composer test:lint — passed, with existing unrelated frontend warnings.
composer test:types — zero PHPStan errors; both TypeScript projects passed.
The reviewer inspected the hosted failures, full five-file diff and the platform constraints, installed Carbon implementation and available validation logs. The final full PHP coverage run completed successfully after review, with no implementation changes.
Limitations
The original alias-parser crashes were verified in hosted CI logs; this orb's PHP timezone database accepts those aliases, so the original crash was not reproduced locally. The fix removes that parser dependency. Hosted checks passed for the original runtime fix; checks for the added platform declarations are pending. Actual production ICU/PHP versions were not inspected.
Summary by CodeRabbit
Bug Fixes
Event themes and years now reflect the reader’s browser time zone more reliably, including daylight-saving transitions and dates around New Year, helping keep displayed event timing consistent.
Invalid theme preferences continue to fall back to automatic selection, while valid themes and the “none” option remain supported.
No actionable comments were generated in the recent review.
Walkthrough
EventTheme now checks for null cookie values and calculates reader-local time using ICU calendar offsets. Composer requirements include the ICU extensions. Feature tests cover timezone aliases, daylight-saving periods, and year boundaries.

choiceFrom checks for a non-null cookie before evaluating its value. readerNow uses ICU calendar offsets when a reader time zone is available. Composer requires ext-intl and lib-icu >=57.1. Feature tests cover timezone aliases and date boundaries; New Year test labels use double-quoted strings.
dev-null-sh/dev-null.sh#1150: Introduces ReaderClock::of(), which validates the time-zone cookie consumed by EventTheme.

Merge Risk: Minimal · up to 22825
No supported unresolved merge-blocking risk remains in the reviewed change.
Security architecture risk: Minimal · up to 22825
The timezone change preserves input validation and affects presentation values, not identity or permissions. No material security risk was found. The required internationalization libraries are now explicitly declared.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The demonstrated attacker influence is selection of a recognized timezone for request-derived presentation values. The inspected path does not turn that preference into tenant selection, permissions, credentials or persistent state changes.
Trust Boundaries and Controls
observed — Client timezone input remains untrusted preference data: non-string or unrecognized values become null before calendar construction. Recognized values affect date interpretation without an identity or privilege transition.
Resilience and Maintainability Implications
observed — The changed date calculation creates a local calendar and returns a date value. It introduces no reservation, persisted transition, retry protocol or cleanup obligation in the inspected implementation.

Explanation
The title "fix: resolve event theme CI failures" matches the main change. The PR fixes three event-theme CI failures. The changes cover New Year quote labels, null-cookie handling in choiceFrom, and replacing browser timezone aliases with ICU UTC offsets in readerNow. The title names the theme area and the CI failure purpose, but not the specific timezone fix, so it is a fair summary.

Explanation
Docstring coverage is 50.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 2 functions across 3 files.
