feat(spec): L1 hit-latency telemetry and the SDK telemetry switch (LAB-12077) - #223
Specifies L1 hit-latency telemetry for the CachekitIO backend and a documented switch that turns the SDKs' optional telemetry headers off. Spec only: no SDK or server ships it yet, and the feature matrix says so. Requirement ids API-77 to API-96 are all new in this PR.
Three optional headers: X-CacheKit-L1-Latency-Buckets (sixteen fixed buckets doubling from 128 ns to about 2.1 ms, the last up to 60 s; their sum is the number of hits timed), X-CacheKit-L1-Latency-Sum-Ns, and X-CacheKit-L1-Latency-One-In (the sampling denominator N, so readers can weight pooled reports). Every value can be added across requests; no client mean or percentile goes on the wire.
What is timed: a call counted as an L1 hit that returns a value, as its caller sees it: all work before the value is handed back, not the L1 lookup alone. Joined in-process calls, existence checks and reads inside a wrapped call are never added.
Values are per report, not cumulative, and kept per CachekitIO backend instance. An SDK takes the whole report as a unit when it attaches it, never re-sends it once an attempt may have been delivered, never attaches it to a health request, keeps a zero-sum report in the accumulator, and resets it in a forked child.
Sampling is an independent per-call random draw with probability 1/N, made before the outcome is known.
No latency headers from a runtime without a qualifying clock (Cloudflare Workers), never zeros. The spec names the qualifying clock for Python, Rust and Node.
Server handling (§ Server handling, API-88 to API-93): the latency and session sets are validated independently, including a One-In range check and a sum-versus-buckets range check; no request is rejected over an optional metrics header; latency sets are dropped only at random, with each kept set's probability recorded; cross-tenant or public aggregates weight each tenant equally or cap its share; and no optional metrics header changes billing or a rate-limit verdict.
Telemetry switch (§ Telemetry switch, API-94 to API-96): an optional telemetry setting (unset unless the user sets it) and CACHEKIT_TELEMETRY, read once at backend construction and resolved by one parse rule and a truth table, never by a configuration loader. Off stops every optional metrics header on that backend; X-CacheKit-L1-Status (required by API-1) and any User-Agent continue. Default on; off wins; an unrecognised value reads as off.
Also
Only the configured CachekitIO API receives these headers (API-77).
X-CacheKit-L1-Hit-Rate is pinned to L1-Hits / (L1-Hits + L2-Hits + Misses) (API-78). cachekit-py's L1-Hits / (L1-Hits + L2-Hits) is now marked ⚠️ in the matrix.
conformance/requirements.json maps API-77 to API-96, each with its gap. No vector covers request headers, as for API-75 and API-76.
…itch
Defines three optional per-report headers carrying a count, a nanosecond
sum and ten fixed bucket counts for calls served from L1, the telemetry
setting and CACHEKIT_TELEMETRY that turn the optional metrics headers off,
one L1-Hit-Rate formula, and server handling that keeps the latency and
session header sets independent. Requirement ids API-77 to API-91.

Summary by CodeRabbit
Documentation
Clarified how optional SaaS metrics report L1 hit rates and hit latency, including latency buckets, sampling, and server-side validation.
Documented that telemetry is enabled by default and can be disabled through SDK settings or the CACHEKIT_TELEMETRY environment variable. The L1 status header remains available when optional telemetry is off.
Specified that metrics are client-reported and are not used for billing or rate limiting. Updated the requirements and SDK coverage records; these features are listed as unshipped across SDKs.
Walkthrough
The pull request adds SaaS API requirements for optional metrics headers, L1 hit-rate and latency reporting, telemetry controls, and SDK conformance coverage. It also updates the changelog and feature matrix to record these specifications and current SDK status.

Summary
Metrics headers and hit-rate contract spec/saas-api.md, conformance/requirements.json, sdk-feature-matrix.md, changelog.d/20261031_lab-12077.md
The specification defines optional metrics header scope and format, the L1 hit-rate calculation, and which calls count towards latency. The feature matrix records the Python hit-rate formula.
Latency measurement and reporting spec/saas-api.md, conformance/requirements.json, changelog.d/20261031_lab-12077.md
The specification defines latency timing, sampling, accumulation, encoding, and validation. The changelog records the latency headers and reporting rules.
Telemetry controls and conformance spec/saas-api.md, conformance/requirements.json, conformance/coverage.md, changelog.d/20261031_lab-12077.md
The specification defines telemetry configuration and which header remains when telemetry is off. Conformance coverage adds API-77 through API-91 and revises SDK totals.
This spec-only change has a stale generated conformance summary row that should be corrected before merge. The latency specification also leaves undefined what happens when accumulated values exceed the encoding limit, and its sampling and open-bucket rules could be tightened. No SDK or server behavior changes.

Drop the redundant count header and widen the buckets to sixteen, up to
about 2.1 ms. Require a per-call random sampling draw, name the qualifying
clocks, keep one report per backend instance taken as a unit, keep a report
off every retry, and make the telemetry setting an unset-by-default option
read once at construction, with off winning over on.
Send the sampling denominator with every report, so readers can weight
pooled data; time all work before the cached value returns; keep a zero-sum
report in the accumulator; never attach a report to a health request; scope
the no-resend rule to attempts that may have been delivered; reset the
accumulator in a forked child. Give the switch's parse and precedence rules
their own requirement. Move server rules to their own section: independent
validation, random-only dropping with recorded probability, per-tenant
weighting of cross-tenant aggregates, and no billing or rate-limit input.
Drop the Go clock row and fix the Python matrix cell.
Validate the sampling denominator, cap a timed duration at 60 s so the
range check always has an upper bound, give the server's in-set drop rule
its own requirement, let server sampling vary by tenant, time or load but
never drop deterministically, exclude denied and health requests from the
record SHOULD, read the switch's variable from both process.env and bindings
on Workers, keep the sum test inside the atomic take, and correct the
billing and User-Agent statements.
