Update Dockerfiles to .NET 10

📔 Objective

Update global.json and all Dockerfiles to allow use of .NET 10 in preparation for the upgrade of server as a whole to .NET 10. This required making some whitespace formatting changes to satisfy the new version of dotnet format.
