Updates PR Template:

• Adds a explicit summary section
• If there is no linked issue, encourage people to provide the same information expected in an issue
• Add a simple "Release Impact" section to help with triaging
• Reduce PR checklist since detailed requirements are in the guide and to reduce clutter

Updates Contributing guide to help handle PR's with no issues attached to them. Basically, if there's no issue, then your PR will also have to serve as the issue and explain what the problem is, not just the solution.

Update Issue template (specifically for bugs)

• Adds an explicit section for a StackBlitz link
• Reorganizes the structure so that the reproduction comes right after the "Current behavior" section. Felt like it made more sense logically
