Current head 0b07fea3e5c5 is cleanly mergeable: CI passes, there are no review threads, and the subscription-backed reviewer has now returned 5/5 with zero findings three times.

Self-merge remains fail-closed because the REVIEW OpenRouter key cannot currently run the required multi-pass consensus (HTTP 402 daily credit/token ceiling); the independent merge gate is blocked by the same key. I did not bypass either gate. A bounded recheck is scheduled after the quota reset; a human may also merge the already-green PR.

Update after the scheduled recheck: the REVIEW key is not fully dry. A 1-token ping succeeds; the llm consensus engine 402s because it reserves max_tokens=65536 against remaining daily credit (445 at probe, then 67). Agent 5/5 on 0b07fea3e5c5 still does not carry the 2-of-3 consensus record, so I did not self-merge.

The reservation miss now retries with the affordable cap (666f664735 on ErikBjare/bob). Recheck is rescheduled for 2026-09-22T00:15Z after the next daily reset. Do not bypass the gate.
