Align engines across root and cli package:

• Root: add missing node engine, bump pnpm from >=10.22.0 to >=10.33.0
• packages/cli: bump node from >=24.14.0 to >=18.20.8, bump pnpm to >=10.33.0

Matches all other Socket repos.
