Fix settings tab UI update issue

Fixes an issue where the settings tab UI fails to update when there is a rule set to a separate tab.

How to reproduce the existing issue:

1. Create a rule where Render location is Sidebar and Show in separate tab is enabled.
2. When changing settings, including clicking the Add new rule or Delete rule button, the Settings UI is not updated properly until reopening the Virtual Content plugin's settings window.
