The generated build jobs declare id-token: write and attestations: write only. Declaring any permissions sets every unlisted one to none, including contents, so checking out only worked because the repository is public.

rs <distro> gha now adds contents: read to every job. Generation fails if any job has permissions but no contents: read. No write access is added.

Checked: regenerated jazzy workflows, linux-64 (63 of 63 jobs) and win-64 (62 of 62); actionlint is clean.

Fixes #38. The other half of #38, upload tokens on the command line, went away with #46.

Jobs that declare permissions get none they don't list, so the generated
build jobs (id-token: write, attestations: write) had no contents permission;
checking out only worked because the repository is public. rs gha adds
contents: read to every job and refuses a job with permissions without it.
Closes #38: the other half, tokens on the command line, went with #46.
