When ServiceControl exits during startup, for example because the exact .NET runtime version it requires isn't installed, the launcher keeps printing Waiting for ServiceControl to be available... forever. The tool's console output is hidden by default, so the real error is never shown.

In this PR, the

  • AppLauncher now keeps track of the processes it starts and saves ServiceControl's error output instead of discarding it. It also has a new StopProcesses() method to stop all of the tools.
  • PlatformLauncher uses Task.WhenAny to wait for whichever happens first: ServiceControl answering on /api, or the ServiceControl process exiting. If the process exits, it prints the saved error output and stops the other tools.
