chore(deps): bump cloud-commitments-go to 88b95b6 and keep GCP recommendations when some are skipped - #1490
Bumps pkg, providers/aws, providers/azure and providers/gcp from cloud-commitments-go to main 88b95b64b043 (v0.0.0-20261026123645-88b95b64b043). All four now share one pseudo-version, and there are no replace directives.
What it brings:
go#636: GCP returns the good recommendations, plus an error that implements Partial() bool and lists any recommendations it skipped (non-USD or malformed amount, malformed plan, unrecognised term).
go#633: an Azure exchange preview is refused when the net payable currency is missing or not USD.
go#634: GCP Cloud SQL, Memorystore and Cloud Storage price lookups refuse zero or negative prices.
go#632: a refactor with no behaviour change.
Platform change:
tolerateSkippedRecommendations (internal/scheduler/partial_sweep.go) runs after the existing AWS and Azure checks in tolerateIncompleteSweep, so every collection path is covered. It matches any error that implements Partial() bool (errors.As on the interface). In that case the run keeps the good recommendations and records the skipped count. A non-partial error still fails the run.
Skipped recommendations don't hold back stale-row eviction: they are invalid, so dropping their previous-cycle rows is correct. Scopes that weren't queried still hold it back, as before.
PartialProviderSweep gains skipped_recommendations in Go, openapi.yaml and the TS type. The recommendations view shows a warning, e.g. "3 GCP recommendation(s) skipped as invalid…".
Interim, until the library exposes a typed count: the count is parsed from the error message. A message that doesn't parse still records the partial run, with count 0.
Known gap (library follow-up requested): go#633's refusal is a plain error, so the Azure exchange preview returns a generic 500 and the user doesn't see the reason. Mapping it to a 422 needs an exported sentinel in the library.
Tests:
internal/scheduler/partial_skip_test.go:
the recommendations are kept, the count is recorded, and the account stays evictable;
the fan-out path is covered;
a non-partial error fails the run, and so does Partial()==false.
An API freshness JSON test, and a jest test for the warning.
Mutation probes:
treating a partial as a hard error fails 3 tests;
zeroing the count fails 2 tests;
turning off the skipped-only flag fails 2 tests.
Local:
go build ./... and go vet -tags integration ./... are clean, and go test -race ./... has no failures.
-tags integration passes for scheduler, api, config and purchase. One purchase test failed once under load and then passed three times in a row.
Frontend: tsc --noEmit and eslint on the changed files are clean, and jest passes.

Walkthrough
The collection pipeline now retains usable recommendations from provider partial errors, records skipped counts, and applies eviction rules based on whether a gap blocks eviction. Freshness responses expose the counts, and the recommendations view displays a warning for positive skipped counts.

Layer / File(s)
Summary
Partial result handling and eviction go.mod, internal/scheduler/partial_sweep.go, internal/scheduler/scheduler.go, internal/scheduler/partial_skip_test.go
The scheduler tolerates partial provider errors, retains converted recommendations, and records skipped counts. Gaps that do not hold eviction do not mark accounts incomplete or block stale-row eviction. Tests cover partial and hard errors, fan-out, and unparsable counts.
The frontend reads partial-collection data and shows a warning listing providers with positive skipped counts. A test checks the warning for three skipped GCP recommendations.

Partial GCP results are now retained and the skipped count is reported, but the count has no per-account breakdown. The warning can also be missed after a manual refresh. Both are bounded reporting gaps, not data-loss or availability risks. Address them or explicitly accept them before merging.

Full details: Linked Issues check
Explanation
Issue #1472 requires the platform to report skipped GCP recommendations per account and provider, show a recommendations warning, and add scheduler coverage. The reviewed changes add SkippedRecommendations to the sweep model and API schema, parse the partial error count, retain valid recommendations, expose freshness data, and display a warning. Scheduler tests cover retained recommendations, counts, fan-out, and unparsable counts. The dependency update supplies the partial GCP result required by the issue.
Full details: Out of Scope Changes check
Explanation
The dependency bump also imports cloud-commitments-go changes for go#633, go#634, and go#632. These changes add Azure exchange-preview validation, reject zero or negative prices for several GCP services, and perform an unrelated refactor. The linked issue #1472 does not require these behaviors. The generic partial-sweep handling supports #1472, but the additional upstream behaviors remain unrelated to the linked issue.
Resolution
Separate the unrelated cloud-commitments-go changes into separate pull requests or link them to their own active issue requirements. Keep this pull request limited to the partial GCP recommendation reporting and the platform behavior required by #1472.

Show the skipped warning after an explicit refresh.
When the initial freshness response has no skipped recommendations, triggerAutoRefreshIfStale sets autoRefreshAttempted and shows no warning. The Refresh button starts startRecommendationsRefresh(loadRecommendations), which reloads the recommendations after completion but does not display describeSkippedRecommendations or fetch freshness on the normal completion path. The reload cannot trigger the warning because autoRefreshAttempted blocks the freshness check.
Display the warning from the refresh-completion path, or separate the warning check from the one-time auto-refresh guard.

Keep skipped counts per account. The provider total loses the account identity that issue #1472 requests.
Issue #1472 asks the platform to "record the count per account and provider on the collection run." PR #1490 states that it closes #1472. Each account's skipped count is summed into one provider-level sweepGap before it is persisted. The persisted PartialProviderSweep has no field that identifies the account, so the recommendations warning cannot show which account skipped how many recommendations. Keep an account-keyed count on the collection run. Add it at the per-account step (forAccount) so that the account identity is kept before mergeSweepGaps combines the gaps.

MEDIUM internal/scheduler/partial_sweep.go:60-79 (via scheduler.go:1082-1083) - errors.As on interface{ Partial() bool } also matches Azure's *PartialResultError (azure@88b95b6 internal/recommendations/consumption.go:342-352, returned by recommendations.go:255-262 and recommendations_multi_subscription.go:405-407; this code is the same at 9cec521d). On origin/main that error is a HARD failure: the account leaves the eviction roster and the provider lands in last_collection_error. After this PR it is tolerated, the account is reported succeeded, and its stale rows become eviction-eligible. Reproduced with the real type, ambient Azure: main gives err="get Azure recommendations: wrap: azure recommendations: 2 recommendation(s) skipped: ..." recs=0; the PR gives err=nil recs=1 gap.skipped=2 and a roster entry. The PR body, the openapi/types docs ("GCP: ...") and the tests (only a fake skipErr) all present this as GCP-only. Failure scenario: an Azure account where every rec is skipped (EUR billing, or a catalog SKU temporarily without a usable price) used to keep its previous rows and show an error. Now it reports success, evicts every previous-cycle row for that account, and only shows a warning toast. The change may be desirable (issue fix(recommendations): tell the user when GCP recommendations are skipped for a non-USD currency #1472 says "same as Azure's PartialResultError"), but it is an undisclosed, untested cross-provider eviction change on a money-adjacent path. Fix: say so in the PR body and docs, and add a scheduler test with azureprovider.PartialResultError that pins both the tolerance and the eviction roster. Using the real exported Azure type also pins the count regex to a real library message instead of a copied string.
LOW internal/scheduler/partial_skip_test.go:15-24 - all GCP tests use a fake whose message is hand-copied from recskip.Error() (gcp@88b95b6 internal/recskip/recskip.go:58-60). That package is internal and cannot be imported, so format drift would only show up as a silent count of 0 (by design). The Azure type above shares the same format and can serve as the pin.
LOW internal/api/handler_ri_exchange.go:1027-1031,1297-1301 + 1362-1369 - go#633 (azure@88b95b6 services/compute/exchange_operations.go:281-287) now refuses any non-USD or empty-currency preview with a plain error, which maps to a generic 500. The platform's non-USD exchange support (isUSD branch :1166, currency-mismatch 422 :1217) is now unreachable for non-USD. Nothing retries or loops: one call per request, and the frontend makes no automatic retry. Fails safe (no session ID, no money moves). The PR body discloses this; track it as a follow-up.
INFO partial_sweep.go:66 - a hard error that also wraps a Partial error (errors.Join, or two %w) would be swallowed as partial. No current library path does this: hard errors win in withSkips (gcp recommendations.go:191-198, azure recommendations.go:255-262). Worth a guard comment or test.
Checked, OK:
go#636 call sites: GetAllRecommendations/GetRecommendations are called only at scheduler.go:799,819,929,1005,1103,1122, and each goes through tolerateIncompleteSweep. No other platform code imports providers/gcp except providerfactory. Before the bump, skipped GCP recs were dropped silently with nil err (computeengine/client.go:470,1025 at 9cec521d) and evicted, so GCP eviction semantics are unchanged.
go#634 (cloudsql/memorystore/cloudstorage <= 0): reachable only via GetOfferingDetails/getXPricing. The platform calls those only in test mocks (internal/purchase/mocks_test.go, handler_purchases_retry_fanout_test.go), so they do not touch collection or purchase.
go#632: skulist.Resolve/skumatch refactor; HoursPerYear=8760 (pkg common/hours.go:5), and 3y/5y factors equal the old 26280/43800. No behaviour change.
Check order: AWS IncompleteRecommendationsError, then Azure PartialSubscriptionFailure, then Partial(). No AWS type implements Partial(). Only the Azure and GCP PartialResultError types do.
mergeSweepGaps/holdsEviction: the zero-value skippedOnly=false keeps AWS/Azure gaps holding eviction. A mixed gap holds it (FanOut test). The fanOut merge of a nil gap stays nil.
go.mod/go.sum: only the 4 module lines and 8 hashes changed. The /go.mod hashes are identical, so there are no new transitive deps. merge-tree against origin/main is clean.
Attacked: library diff 9cec521d..88b95b64 (diff -r on all 4 modules), every GCP/Azure call site, Azure exchange error mapping, eviction SQL (store_postgres_recommendations.go:64-70; eviction only deletes rows and cannot trigger buys), freshness auth, and frontend toast latching (once per page session, recommendations.ts:359-374).
Mutation probes (separate scratch copy, restored with cp, cmp-identical): partial treated as hard error -> 3 FAIL; count dropped -> 2 FAIL; regex never matches -> 2 FAIL; skipped-only holds eviction -> 2 FAIL.
Local: go build OK; go vet -tags integration OK; go test -race ./... no FAIL/panic; -tags integration scheduler/api/config ok; jest recommendations.test.ts 439 passed; tsc --noEmit exit 0.
One further finding, which predates this PR, has been reported privately to the maintainers.
Plan: limit the new tolerance to GCP in this PR, so Azure partials stay hard failures as on main, and add a scheduler test with the real Azure PartialResultError to pin that. Any change to Azure's handling waits for the typed SkippedCount() interface from the library and gets its own review.
…ll the user
The GCP provider now returns the recommendations it could convert plus an
error with Partial() bool when it skipped invalid ones (non-USD or malformed
amount, malformed plan, unrecognized term). Treat that as a partial result
instead of a failed collection: keep the recommendations, log the message and
record the skipped count in recommendations_state.last_collection_partial
(skipped_recommendations). The check matches the Partial() method, so it is
provider-agnostic.
A skip-only gap leaves the account in the eviction roster: a skipped
recommendation is invalid, so its previous-cycle row should be evicted, not
kept for purchase. Lost scopes still withhold eviction as before.
The recommendations page and dashboard show a warning toast with the count.
