Why

Price rules are copied across web, the database and Rate-Services, and the copies drift (architecture review, P2). As a first step, this gives them one TypeScript home that every consumer can import: @repo/shared-data is already a workspace dependency of the web, the importer, the extension and Rate-Services (through vendor/rate).

Change

• New subpath @repo/shared-data/rules. It contains plain functions and constants only: no zod and no Supabase client, so client components can import it. It holds:
  • offer-plausibility.ts, moved from apps/web/src/lib/ with git mv. The bait-price rule (below 40% of the lower median of the others, at least 3 priced listings) is unchanged. A comment now points at the DOS-Me SQL copy (20261024060000_rate_master_min_price_plausible.sql), which must change with it.
  • listing-price-floor.ts: the device (1,200,000) and earbuds (400,000) floors and the earbuds regex, taken from apps/web/src/server/rate/extension.ts, plus minimumListingPriceVnd(texts).
  • price-limits.ts: the single MAX_VALID_VND_PRICE (1B VND). specs.schema.ts re-exports it, so the root export is unchanged. MAX_PLAUSIBLE_VND_PRICE is now an alias of it.
• Import updates: the web (8 files), the extension pipeline test (which imported across apps from ../../web/src/lib) and the architecture test now import from @repo/shared-data/rules.
• Not in this PR: behaviour changes. Rate-Services still has its own thresholds (800k vs 1.2M floor, 0.5 of the true median vs 0.4 of the lower median). It also has its own earbuds regex. Existing gap kept as-is: \bbuds\b does not match "Galaxy Buds3", so those listings get the device floor. Both go to a follow-up issue.

Verification

• pnpm --filter @repo/shared-data test: new case 7/7 checks:
  • one 1B ceiling;
  • the rules are not on the root export;
  • the floor function, including the URL path, whole words and the Buds3 gap;
  • the bait-price flags and the minimum;
  • dist/rules/*.js imports neither zod nor Supabase.
• turbo typecheck for @repo/web, @repo/crawlers and @repo/extension: 5/5 tasks.
• turbo lint for web, shared-data and extension: 3/3.
• pnpm --filter @repo/web test passes, including the offer plausibility suite and the architecture test.
• pnpm --filter @repo/extension test passes.
