Add Snapshot::get_domain_metadata_internal in the kernel and expose it via FFI as get_domain_metadata_internal. Unlike get_domain_metadata, this method does not reject system-controlled delta.* domains. This is needed to read delta.clustering domain metadata, which stores the clustering columns for liquid-clustered Delta Lake tables.
