Add reproducible randomized test order

Summary

• add opt-in suite, test, and discovered-file shuffling with generated or explicit seeds
• preserve and expose seeds in human, JSON, JUnit, UI, and history output
• document deterministic sequential/parallel ordering and add fixed-seed tests

Validation

• zig build test --summary all (188 tests pass)
