On top of the commit from #36, this PR adds a new post to promote the XSpec v4.1.2 release. The text content of the post is pretty much the same as in the XSpec release notes, which was reviewed shortly before 4.1.1. The last sentence is different (simpler and more generic) because this post can link to the release notes where the details reside.
I'll change this from Draft to Ready when the actual release is public, to avoid premature announcement.
I generated a local copy from the branch using
