Wire a Hasql Postgres pool, schema-migration run, and shared storage-location config into spar, and add a cassandraSpar client to the background-worker (with full cassandraSpar TLS plumbing mirroring cassandraBrig). This is the shared infrastructure prerequisite for the Spar Cassandra->Postgres store migrations (WPB-22972/22973/22974); no store interpreters, SQL migrations, or migration workers are included yet.
