…hings to using Github Actions. This is so that Trusted Publisher can be enabled. This patch: * Adds a minimal Makefile (for some task simplification) * Adds formatting checks, including more type declarations * fixes some legacy python issues. (rebased because of reasons)

Description
This patch performs some updates and code cleanup and also switches things to using Github Actions. This is so that Trusted Publisher can be enabled.
