Update
dtolnay/rust-toolchainin CI to the latest commit to pick up upstream fixes and patch release support. This does not change our Rust version; the workflow still installs toolchain 1.93 with rustfmt and clippy.Written for commit eb37c95. Summary will update on new commits.
