- Added the UKL_HeaderFooter implementation of the UK branded universal header, global header, and universal footer.
- Updated Readme with specific instructions on how to update/maintain the content in global header as it is currently series of manual steps in a different repo

This PR is ready to go as is, but I'm leaving it as a draft for right now because the content of the header is controlled in a different repo/server setup. The PR isn't technically blocked but that content really needs to be updated before merging. I will mark this PR as Ready for review once the content in the other repo is ready. |
