Show the channel header actions when hovering the sidebar - #440

With channels connected, search, channel settings and connect only appeared while hovering the channels header row, so they looked missing compared with the empty state, where they are always shown. They now appear when hovering anywhere on the sidebar. Also drop the Beta badge from Repurpose. The common.beta key and the nav badge support stay for the next items in beta.
