Installation of extra file tox.ini #683
Description
During Fedora RPM build, we run something like this:
/usr/bin/python3 -m pip install --root .../rpmbuild/python-markdown2/python-markdown2-2.5.5-build/BUILDROOT --prefix /usr --no-deps --disable-pip-version-check --progress-bar off --verbose --ignore-installed --no-warn-script-location --no-index --no-cache-dir --find-links .../rpmbuild/python-markdown2/python-markdown2-2.5.5-build/pyproject-wheeldir markdown2==2.5.5
this installs a file .../usr/testing/tox.ini - which it probably shouldn't.
