Same fix as throneproj/Throne#1951.
The fakeip range fc00::/18 is a subset of the private range bypass fc00::/7, so IPv6 fakeip requests could not reach the core.
Fix: Use 2001:db8::/32, which is the RFC 3849 documentation reserve, as the IPv6 fakeip range.
