build(deps-dev): bump certifi and virtualenv for their CVEs - #176

pip-audit fails on PYSEC-2026-4320 (certifi 2026.7.22) and CVE-2026-113722 / CVE-2026-113725 (virtualenv 21.14.5), so CI fails before the tests. Take the newest versions: certifi 2026.10.23 and virtualenv 21.14.13. virtualenv needs packaging 26.3 and, on Python 3.10, typing-extensions 4.16.0; bumped to their newest too, so 3.10 does not keep the old virtualenv. What this changes
uv.locktakes the newest versions of the packages pip-audit flags, and of what they need:virtualenv 21.14.13 needs packaging >= 26.3 and, on Python 3.10, typing-extensions >= 4.16. Without those two bumps, uv keeps virtualenv 21.14.5 for Python 3.10, and pip-audit still fails there.
