Add local deploy popup and Inspect command banner

What

Narrow this PR to deployment discovery in OpenUI Devtools. Related to #1171; this no longer closes the broader adoption/telemetry issue.

Changes

• Show a dismissible popup after a non-empty renderer stream settles with no detected UI errors, once per browser origin.
• Add a compact deployment command row inside Inspect with copy, docs, and dismiss controls. Banner dismissal persists separately in local storage.
• Share command-copy behavior, accessible feedback, and manual-copy fallback across both surfaces.
• Use the existing devtools enablement only: no extra development prop or hostname check. Blocked localStorage suppresses the popup but still allows the banner to close for the current mount.
• Include a devtools patch changeset; no README changes.
• Preserve the local .Codex ignore rule; no local plans are tracked.

Out of scope

Website, CLI, documentation, telemetry, experiments, post-deployment tracking, key provisioning, model calls, deployments, and package publication. Earlier broader work remains recoverable in branch history.

Verification

• All 30 existing devtools tests pass.
• Devtools typecheck, build, formatting, and git diff checks pass.
• Earlier browser QA covered desktop/mobile layouts, popup and banner, clipboard feedback, and dark theme.
• No new test files or network analytics.
