This PR adds a Node monorepo setup to the original repo as well as a
clipackage. The CLI package contains a Typescript CLI that leverages the built binary to make the CLI installable and executable via NPM.The idea is that instead of installing the CLI with Go (which requires extra setup) people would just be able to run
npm install terrableand have it working.To run locally:
go build -o packages/cli/terrablenpm linkterrable offline
