Adds a read-only CLI scorecard derived from GroundControl's existing database: saved hosts, enrolled workloads, active agent grants, durable operation outcomes, evidence-backed successes, uncertain outcomes, retry counts, and operation/release median+p95 durations. No analytics SDK or new telemetry table.
