Closes #194

Routes business date-time and now/Checker capture through a runtime-installed
BusinessClock while preserving date-only clock compatibility and leaving
operational clocks unchanged.

Verification:

mvn -q -pl teaql-runtime -am \
  -Dtest=BusinessClockTest \
  -Dsurefire.failIfNoSpecifiedTests=false test
