Motivation

0.3.0 is released; the draft release's banner says the manifests need
bumping before the next release can be published.

Approach

deno task bump 0.3.1 — stamps the version field of every workspace member's
deno.json and package.json (ten files, ten lines). The binary's
--version and the npm versions follow the manifests (release spec §2).
