Runtime and Bench now admit the published Sandbox 0.41 SDK.
This allows current consumers to install the workspace SDK without peer overrides.
The lockfile uses Sandbox 0.41.0; Runtime becomes 0.233.1 and Bench becomes 0.13.3.
Canonical documentation and generated release artifacts match those versions.

Cleanup callers need stopped execution and settled billing; none requires physical storage reclamation before reusing a sandbox identity.
The existing cleanup behavior therefore remains valid with the SDK acknowledgement.

Validation: strict peer install, typecheck, package export checks, edge checks, and documentation freshness passed on the compatibility candidate.
The full suite passed 4,083 tests with 11 skips before integrating the latest retained-settlement source.
After that integration, 182 affected tests, types, and generated documentation passed.
The PR workflows verify the final release files and packed consumers.
