Adopt shared lint and TypeScript presets, the portable safety pack, generated cloud setup, and toolchain-based parity selection. Replace Dylint with the shared stable source checker pinned to an exact tooling revision. Generate Dependabot configuration with @stll/oxlint-config generateDependabotConfig.

Retain two project-resolution aliases: #stdnum-runtime serves 176 imports across 176 files; @stll/stdnum/native serves two imports in one WASM source file. Retain one exact Rust 1.97.1 exception for Hawk 0.1.12’s prebuilt compiler-private binary; ordinary Rust checks use 1.99.0. Upstream compatibility tracking.

📝 Walkthrough

The pull request adds a cloud setup script with install and start modes. It also updates shared linting, Rust and Node toolchains, TypeScript configuration, CI workflows, and dependency-update policies.

Changes: Cloud Development Environment

Layer / File(s) Summary
Validate setup and install runtimes
.agents/cloud-setup.sh
The script validates its environment and privileges, uses bounded network operations, and installs pinned Node and Bun runtimes and dependencies.
Install and verify Rust tools
.agents/cloud-setup.sh, stll-toolchain.json, rust-toolchain.toml
The script installs and verifies Rust 1.99.0, its components, and the WebAssembly target. Cloud toolchain configuration records the requested components and target, plus a cargo-hawk exception.
Configure session startup
.agents/cloud-setup.sh, .claude/settings.json, package.json, scripts/tooling-adoption.test.ts
The script manages shell startup files and install/start phases. The Claude session hook runs the start mode in remote sessions and appends the managed profile when configured. Package scripts and tests cover the setup.

Shared Tooling and CI

Layer / File(s) Summary
Replace Dylint with source linting
.cargo/config.toml, dylint.toml, oxlint.config.ts, package.json, .github/workflows/ci.yml, scripts/tooling-workflow.test.ts
The Cargo alias, package scripts, and CI use the Rust source checker instead of Dylint. Oxlint adds portable-safety rules. Workflow tests check the lint setup.
Align toolchains and workspace configuration
rust-toolchain.toml, Cargo.toml, .node-version, .github/workflows/*, packages/*/tsconfig.json, tsconfig.json, package.json, .changeset/shared-tooling-adoption.md, scripts/tooling-adoption.test.ts
CI and release workflows use Rust 1.99.0 and read Node versions from .node-version. TypeScript compiler overrides are removed, and tooling dependencies and adoption tests are updated.
Update dependency policies
.github/dependabot.yml, bunfig.toml, package.json, scripts/tooling-adoption.test.ts
Dependabot schedules, directories, and ignore settings change. Bun’s release-age exemption changes, and tests check the package exemptions.

Release verification and packaging use a different Node version from CI. Align the three release jobs with the shared selector; the current evidence does not show that releases are blocked.

Read the shared Node version in every release build job.

The verify, native packaging, and portable packaging jobs all select Node 22.21.1, while .node-version selects 26.10.0. These jobs run Node-dependent checks, builds, and packaging commands. Use the shared selector in all three jobs.

Suggested fix
- node-version: "22.21.1"
+ node-version-file: .node-version

Apply this change to each of the three actions/setup-node steps in .github/workflows/release.yml.
