Resolves #3426.

Description

What is the purpose of this pull request?

This pull request:

  • adds a C implementation and Node-API native addon for @stdlib/stats/base/dists/beta/logcdf, including C headers, GYP/Makefile build configurations, JavaScript/C benchmarks and examples, unit tests, and README documentation updates.
