Draft Plan / Interface PR. This is not an approved implementation contract.
This plan asks what evidence we need before Jev could clear a contextual guardrail review. The Jev model router does not count as a guardrail checker. This plan keeps the existing reviewer authoritative and grants no runtime checker changes, production-data disclosure, or authority to clear actions or release results.
The decision record is now ADR 0370. We rebased onto current main, where ADR 0368 belongs to microVM execution and ADR 0369 belongs to delegation provider/model selectors. PR #1730 is a separate open proposal and still needs to resolve its own ADR 0365 collision before its contract can become a baseline.
The plan still has unchecked decisions about shadowing, corpus/rubric quality, separately authorized live comparison routes and spend, #1730's status, and usage attribution. These require human resolution before marking the plan proposed or ready for approval. PR #1969 is an independent non-shipping spike, not an implementation of this draft plan.
Verification after rebase:
task docspassed (588 documents, 5,736 references; no broken links, anchors, or orphans). CI verifies the pushed branch independently.
