services/git: user management operations of the Git API (users since spec 1beta May 2026) are missing #12841

Summary
The STACKIT Git API spec (services/git/v1beta/git.json, version 1beta.0.4) contains user management operations for a Git instance since stackitcloud/stackit-api-specifications@ab1981b (2026-05-04):

services/git does not expose any of them: neither the latest tag services/git/v0.14.2 nor main (api_default.go has no users path). The last merged generator update for this service is #5987 (2026-03-19). The pending generator PR #12807 does contain the operations, its predecessors (#12765, #12728, ...) were closed as superseded.
Use case
We provision STACKIT Git organizations with Pulumi (Go) and need technical users per organization. The portal's "Create user" uses this API, and the Forgejo admin API is not available on managed instances, so the SDK is the only clean way. Without it we have to call the endpoints with a raw HTTP client on top of core/auth.
Request
Please release a services/git version that includes the user operations, e.g. by merging #12807 (a minor bump for the reported incompatible Authentication change would be fine for us).

Unfortunately the mentioned PR cannot be merged right now as there are issues present which need to be fixed by the git team first.
