Typing @ in the composer opens one panel with Agents, Files, Sessions and Commits tabs. Some users never tag an agent and would rather not see that tab. This adds a "Mention agents with @" switch under Settings > Collaboration. It is on by default, so nothing changes until a user turns it off.

When it is off:

  • The @ panel has no Agents tab, so @ can no longer insert an agent badge. Files, sessions and commits still work as before.
  • The welcome tip that advertises agent mentions is skipped.

The preference is stored in localStorage like the other composer display preferences, so the desktop app and the web client both honor it, and an open composer picks up the change without a reload. It applies to every composer that mounts the @ panel: chat input, task editor and follow-up, and the automation editor.

Related: #478 and #480 control whether agents may spawn sub-agents without an @ mention. This PR only changes what the @ panel offers. It does not touch delegation or the delegation settings panel, so it does not conflict with #480.

Tests:

  • buildReferenceGroups leaves the agent group out when agents are excluded.
  • SuggestionPopup drops a hidden tab, skips it when cycling with Tab, and never selects its rows.
  • Preference defaults, same-window updates and cross-window storage updates.
  • The Collaboration page renders the new switch, defaults it on, and persists the choice.

Strings are added to all 10 locales.
